Clear answer

The Tokyo Subway Ticket is worth it when you take enough Tokyo Metro or Toei Subway rides inside the 24, 48, or 72-hour window. It is not automatically better than Suica or Pasmo because it does not cover every train in Tokyo.

When it is worth it

It is strongest for subway-heavy days around areas like Ginza, Asakusa, Shinjuku-sanchome, Roppongi, Ueno, Akasaka, and Otemachi, especially when you ride 4 or more times per day.

When it is not worth it

It is weaker if you stay near JR Yamanote Line stations and mostly ride JR, private rail, or walk between neighborhoods.

Example calculation

Three days with 4 rides per day at ¥220 per ride gives an IC card estimate of ¥2,640. A 72-hour Tokyo Subway Ticket at ¥2,000 would save about ¥640 if those rides are covered subway lines.
