PASMO PASSPORT is no longer the current alternative to Welcome Suica.
PASMO PASSPORT sales ended in 2024. Travelers comparing it with Welcome Suica should now check TOURIST PASMO instead. Both are short-stay physical visitor cards, so availability and where you start your trip matter more than the old product name.

Compare Welcome Suica with TOURIST PASMO—not the discontinued PASMO PASSPORT.
Both current cards provide stored value for participating transport and purchases. Neither is a general rail pass, and unused value is not refunded after the card expires.
TOURIST PASMO is available where you start

You need longer validity or a mobile option
Do not force a 28-day physical visitor card into a longer trip. Compare standard physical cards, ordinary Apple Wallet cards and Welcome Suica Mobile in the full IC-card picker.
Before you rely on either card
Check the sales location, expiry date and extra train ticket.
Confirm where it is sold
Physical-card sales points can change. Check the issuing company’s current locations instead of relying on an old airport or station list.
Use the balance before expiry
Check the printed expiry and use the stored value in time. Remaining value is not refunded after the card expires.
Add the train ticket you still need
An IC-card balance alone does not replace every limited-express, reserved-seat or Shinkansen ticket.

No. Welcome Suica and TOURIST PASMO are stored-value cards for paying ordinary fares and purchases. They do not turn normal rides into an unlimited-travel pass.
They work in participating IC-card areas, but you cannot use one continuous IC-card journey to cross between separate service areas. Leave the gate and start a new journey where required.
The stored value can cover an eligible basic fare, but limited-express, reserved-seat and Shinkansen travel may require a separate ticket or linked reservation. Check the train product before boarding.
