No. The Tokyo → Kyoto → Osaka → Tokyo round trip costs ¥29,700 in individual Hikari reserved tickets (one way Tokyo → Kyoto → Osaka is ¥15,300), while the 7-day JR Pass costs ¥50,000 (¥53,000 from overseas agencies). Individual tickets save about ¥20,300. You can use a JR Pass from Tokyo to Kyoto on Hikari, but it only pays off with more long JR trips.

With a JR Pass, Hikari and Kodama are covered. Nozomi needs a separate NOZOMI MIZUHO Ticket per ride: ¥4,960 Tokyo–Kyoto or Tokyo–Shin-Osaka, ¥6,500 Tokyo–Hiroshima, ¥4,960 Shin-Osaka–Hakata. Without a pass, Nozomi reserved seats cost a few hundred yen more than the Hikari fares shown.

When the answer flips
What would make the other option cheaper?
- Add about ¥20,300 more of covered JR travel inside the same 7 days. Example: an Osaka–Hiroshima return (2 × ¥10,420 = ¥20,840) brings the ticket total to ¥50,540, roughly equal to the pass.
- Ending in Osaka and flying out of Kansai: one-way Tokyo → Kyoto → Osaka tickets total only ¥15,300 (13,850 + 1,450), so the pass loses by ¥34,700.
- Travelling in peak season adds ¥200–¥400 per Shinkansen ride; it does not change the verdict.
- If you want unlimited spontaneous JR day trips (Nara, Himeji, Nikko), list them and add their fares before deciding.
