Hokuriku Arch Pass vs the Japan Rail Pass
By Echoes, Founder & Editor · Published October 28, 2026
Buy individual tickets for a Tokyo–Kanazawa return, and do not count on this pass for the Tokaido Shinkansen. The Hokuriku Arch Pass is 7 consecutive days, adult ¥35,000, child ¥17,500. It covers the Hokuriku Shinkansen between Tokyo and Tsuruga, plus limited expresses such as Thunderbird and HARUKA inside the mapped area. It does not cover the Tokaido Shinkansen (Tokyo–Nagoya–Kyoto–Shin-Osaka) or the Sanyo Shinkansen (Shin-Osaka–Hakata). A regular-season reserved Tokyo–Kanazawa round trip is ¥29,200 in TripWorth’s fare set, so tickets cost ¥5,800 less than the pass. A 7-day nationwide JR Pass is ¥50,000 online or ¥53,000 from an overseas agency. That nationwide pass does cover Tokaido Hikari and Kodama, and it still costs more than tickets on a short Tokyo–Kanazawa–Kyoto list. The Arch Pass can cost less when several covered Hokuriku rides inside the same 7 days add up past ¥35,000 and you stay off the Tokaido and Sanyo Shinkansen.
Pass prices and rules opened October 28, 2026 on JR East and JR West. JR West says displayed information, including prices, was current as of January 28, 2026, and is subject to change. Single-ticket samples use TripWorth’s October 13, 2026 regular-season fare set and are illustrative. Confirm the seat on JR-EAST Train Reservation, JR-WEST ONLINE TRAIN RESERVATION, or SmartEX for a Tokaido or Sanyo ticket. When it pays, and when it does not
Situation
You are a Temporary Visitor based in Tokyo, or you are linking Tokyo with Kanazawa and then Kyoto or Osaka, and every long ride you care about falls inside 7 consecutive days. The decision is the 7-day Hokuriku Arch Pass versus ordinary reserved tickets versus a 7-day nationwide Japan Rail Pass.
Boundary
The Arch Pass helps only on trains inside its map. The expensive mistake is treating “Tokyo and Kansai are both on the map” as permission to ride the Tokaido Shinkansen between them. The direct Shinkansen from Tokyo to Kyoto, Nagoya, or Shin-Osaka is a different company’s line. The covered way between Tokyo and Kansai on this pass is the Hokuriku Shinkansen to Tsuruga, then a limited express such as Thunderbird.
The Arch Pass can cost less
You ride the Hokuriku Shinkansen and covered limited expresses more than once inside the same 7 days, and you never board the Tokaido or Sanyo Shinkansen. A Tokyo–Kanazawa return plus a Kanazawa–Kyoto return is the shape that clears ¥35,000 in the sample below. Extra covered rides, such as HARUKA or local JR trains you would have paid for anyway, add value only if those fares are real spending.
Individual tickets can cost less
The long ride is one Tokyo–Kanazawa round trip, or a one-way trip. ¥29,200 is under ¥35,000. Tickets also win on Tokyo–Kanazawa–Kyoto (or Osaka) when the ride back to Tokyo is the Tokaido Shinkansen, because that ticket sits on top of the pass.
The nationwide JR Pass can cost less
The same 7 days include a long Tokaido or Sanyo ride as well as Hokuriku, and the ticket list passes ¥50,000. The Arch Pass leaves the Tokaido and Sanyo sections unpaid. Compare the full list in the JR Pass calculator. For the Tokaido leg alone, start with Tokyo to Kyoto: Shinkansen vs JR Pass.
Worked answer
Scenario. One adult, regular season, ordinary reserved seats, with the long rides inside 7 consecutive days.
Recommendation. Price the covered Hokuriku rides first. Add a separate Tokaido or Sanyo ticket for any Tokyo–Nagoya–Kyoto–Shin-Osaka or Shin-Osaka–Hakata Shinkansen. Then compare that stack with the ticket total and with ¥50,000 (online) or ¥53,000 (overseas agency).
Illustrative result. Tokyo ↔ Kanazawa tickets ¥29,200, Arch Pass ¥35,000 (tickets ¥5,800 less), online nationwide pass ¥50,000 (tickets ¥20,800 less). The later sections show the Kyoto loop that flips toward the Arch Pass, and the Hiroshima add-on that flips toward the nationwide pass.
Price, coverage, eligibility, and what is excluded
Situation
You can buy the pass only as a visitor, you need the price and the 7-day clock before you choose dates, and you need the excluded-train list before you draw a route from Tokyo to Kyoto.
Boundary
JR East and JR West sell this pass together. There is one duration. The nationwide pass is a different product, with its own price and its own train list. Figures below are the ones on the pages opened October 28, 2026. Operators say prices can change.
| Product | Duration | Adult | Child | Use it for |
|---|---|---|---|---|
| Hokuriku Arch Pass | 7 consecutive days | ¥35,000 (12 and older) | ¥17,500 (ages 6–11) | Hokuriku corridor: Hokuriku Shinkansen Tokyo–Tsuruga and mapped JR East / JR West trains, including Kansai via a covered limited express. The Tokaido Shinkansen is excluded. |
| Japan Rail Pass, ordinary, official online | 7 consecutive days | ¥50,000 | ¥25,000 (ages 6–11) | Nationwide JR, including Tokaido and Sanyo Hikari and Kodama. Nozomi and Mizuho need a separate pass-holder ticket. |
| Japan Rail Pass, ordinary, overseas agency | 7 consecutive days | ¥53,000 | ¥27,000 (ages 6–11) | Same trains as the online pass. This Exchange Order price applies to purchases on or after October 1, 2026. JR says the lower online price is held for a limited time. |
| Rule | What the operators state |
|---|---|
| Validity | 7 consecutive days from the start date you choose. JR West: valid from 0:00 on the start day until 24:00 on the last day (Japan time). If the period expires while you are still riding on the last day, the pass still covers the fare until the following day as long as you do not exit the station, and the ticket fee as long as you do not leave the train. JR East’s calendar example treats October 2–8 as valid and non-consecutive dates as invalid. The pass is sold for use all year. The start date, duration, and pass type cannot be changed after an exchange order is exchanged. A service disruption does not extend the dates. |
| Who can buy it | A passport issued by a government other than Japan, and entry to Japan as a Temporary Visitor (短期滞在). JR West’s page also says in Japanese that Japanese nationals cannot use it, including holders of permanent residence abroad. You must show your passport to receive the pass, and when JR staff ask. Only one Hokuriku Arch Pass at a time. You cannot hold two of the same pass with overlapping dates. Youth and student discounts are not offered on this pass (JR East). |
| Children under 6 | JR East: a child under 6 who does not need a seat reservation does not need a pass. Age is the age on the purchase date, proved with a passport or similar document. JR West: an adult or child pass holder can take up to two children ages 1–5 free; a third infant needs a child pass; a baby under 1 is free; a child pass is required if the infant uses a reserved seat alone or travels alone. The two pages are not worded as one rule. Read the page you buy from. |
| Covered companies and trains | Unlimited ordinary-car travel inside the mapped area on JR East lines, JR West lines in the Hokuriku and Keihanshin areas, and Tokyo Monorail (JR East’s summary). JR West names reserved seats on the Hokuriku Shinkansen (Tsuruga–Tokyo), reserved seats on limited expresses including HARUKA and THUNDERBIRD, and special rapid, rapid, and local trains on JR West and JR East lines in the valid area. Ordinary non-reserved seats are included where the train has them. The January 28, 2026 JR West release, for passes sold from March 14, 2026, expands the free area to the Shinetsu area toward Matsumoto and similar points, the Maizuru Line, the Obama Line, and related sections. The station-by-station edge is the map on the operator page. |
| Named non-JR lines, with limits | Tokyo Monorail. IR Ishikawa Railway only when you pass through the full Kanazawa–Tsubata section (local or limited express); getting off at an intermediate IR station is outside the pass. Ainokaze Toyama Railway only when you pass through the full Toyama–Takaoka section on a local train; the Ainokaze Liner needs a liner fee. Hapi-Line Fukui only for a local train through Fukui–Echizen-Hanando. JR East also lists Noto Railway between Nanao and Wakuraonsen. Other private railways and subways are not in this list. |
| Not covered | Tokaido Shinkansen, Tokyo–Shin-Osaka, including Tokyo–Nagoya–Kyoto–Shin-Osaka. JR East states this is because another company runs that line. Sanyo Shinkansen, Shin-Osaka–Hakata (JR West’s “cannot be used” list). GranClass needs a GranClass ticket. Green cars need a Green ticket and a separate express ticket, on JR West’s seat table. Hayabusa (Tohoku/Hokkaido Shinkansen) and Komachi (Akita Shinkansen) need a separate limited express ticket. JR West’s seat table limits the Tohoku/Yamagata Shinkansen note to the valid area between Omiya and Tokyo, and the Joetsu Shinkansen note to the valid area between Takasaki and Tokyo. Those parentheticals are not the full Tohoku or Joetsu lines. Confirm a ride to Sendai or Niigata on the current map before you count it as covered. |
| Where it is sold | JR-EAST Train Reservation, JR-WEST ONLINE TRAIN RESERVATION, JR East Travel Service Centers and some stations inside the area, overseas travel agencies, and travel agencies in Japan. An overseas exchange order must be exchanged within 3 months (JR West). JR-WEST online payment is by credit card, not at the station. A machine pickup needs a passport with an IC chip; otherwise use the ticket office. JR West: the sale price follows the purchase date, not the exchange date or the travel date. After arrival you pick the pass up in the JR East / JR West area. TripWorth does not sell it. |
JR West’s January 28, 2026 release is the price change behind the figure on the live page: 7-day adult fare from ¥30,000 to ¥35,000 for passes sold from March 14, 2026, child at half (¥17,500). A page or blog still showing ¥30,000 is describing the earlier price. The live JR East and JR West pages opened on October 28, 2026 both showed ¥35,000 and ¥17,500. JR West still prints “current as of January 28, 2026” and “subject to change.”
Worked answer
Scenario. One adult rides Tokyo → Kanazawa once and does not return by train.
Recommendation. Buy the single ticket. A 7-day pass is the wrong length and the wrong price for one ride.
Illustrative result. Tokyo → Kanazawa reserved ¥14,600. The Arch Pass is ¥35,000. The online nationwide pass is ¥50,000. JR East’s own savings example is different: Narita Airport–Kanazawa, Kanazawa–Nagano, and Nagano–Narita Airport at about ¥38,000 in the regular period, versus the pass at ¥35,000, with stops allowed along the way. JR East says to check the timetable for the exact fare. TripWorth did not re-price those three legs, so ¥38,000 stays an operator estimate.
Sample: Tokyo base, Kanazawa return, inside the pass days
Situation
You stay in Tokyo, take the Hokuriku Shinkansen to Kanazawa and back, and both rides fall inside 7 consecutive days. You are not going on to Kyoto or Osaka.
Boundary
Both rides are on the Hokuriku Shinkansen between Tokyo and Kanazawa, which is inside the Tsuruga–Tokyo section JR West lists. The Tokaido Shinkansen is not part of this sample. The nationwide pass also covers this Shinkansen, at a higher price, and you would be paying for the rest of Japan as well. Kagayaki is the fast Hokuriku service in TripWorth’s fare note; reserve a seat before boarding on any train that has no non-reserved cars.
Worked answer
Scenario. One adult, regular season, ordinary reserved seat, window-equivalent fare. Tokyo–Kanazawa in this fare set is the JR East Shinkansen e-ticket regular price of ¥14,400 plus ¥200, because that e-ticket is ¥200 below the window ticket. Checked October 13, 2026. Not a live quote.
| Way to pay | Illustrative total |
|---|---|
| Tokyo → Kanazawa, reserved | ¥14,600 |
| Kanazawa → Tokyo, reserved | ¥14,600 |
| Reserved round trip | ¥29,200 |
| 7-day Hokuriku Arch Pass | ¥35,000 |
| 7-day JR Pass, official online / overseas agency | ¥50,000 / ¥53,000 |
Recommendation. Buy the two tickets.
Illustrative result. Tickets cost ¥5,800 less than the Arch Pass and ¥20,800 less than the online nationwide pass (¥23,800 less than the agency pass). TripWorth’s fare method changes a reserved seat by ¥200 in peak season, ¥400 on the busiest days, and minus ¥200 off-peak. Two rides change the total by at most ¥800. That does not close a ¥5,800 gap. See how TripWorth checks fares.
Sample: Tokyo–Kanazawa–Kyoto or Osaka, assuming the Tokaido ride home is included
Situation
You want an open route: Tokyo to Kanazawa, Kanazawa to Kyoto or Osaka, then back to Tokyo on the fast Shinkansen. The pass map shows both Tokyo and Kansai, so it is easy to assume one pass covers the triangle.
Boundary
Tokyo → Kanazawa is the Hokuriku Shinkansen (covered). Kanazawa → Kyoto or Osaka is Thunderbird plus Tsurugi via Tsuruga (JR West names Thunderbird; the through fare is in TripWorth’s set). Kyoto or Shin-Osaka → Tokyo on the Tokaido Shinkansen is excluded, including any stop at Nagoya. The Sanyo Shinkansen from Shin-Osaka toward Hiroshima or Hakata is excluded too. A nationwide JR Pass covers Tokaido and Sanyo Hikari and Kodama. It does not cover Nozomi or Mizuho unless you buy the separate pass-holder ticket. The Kansai-Hiroshima Area Pass is a different JR West product and does not cover Tokyo–Kanazawa.
Worked answer
Scenario. One adult, regular season. Kyoto figures are reserved Hikari/Kodama for the Tokaido leg (official non-reserved fare plus ¥530) and the JR West Thunderbird + Tsurugi through fare for Kanazawa–Kyoto.
| Leg | Arch Pass | Illustrative fare |
|---|---|---|
| Tokyo → Kanazawa, Hokuriku Shinkansen | Covered | ¥14,600 |
| Kanazawa → Kyoto, Thunderbird + Tsurugi via Tsuruga | Covered | ¥7,720 |
| Kyoto → Tokyo, Tokaido Shinkansen | Not covered | ¥13,850 |
| Individual tickets | Three tickets | ¥36,170 |
| Arch Pass + the Tokaido ticket | Pass does not replace the last leg | ¥35,000 + ¥13,850 = ¥48,850 |
| 7-day JR Pass, online / agency | Covers Hikari/Kodama on all three legs | ¥50,000 / ¥53,000 |
Recommendation. Buy the three tickets. Do not buy the Arch Pass in order to include the Tokaido ride home.
Illustrative result. The pass-plus-Tokaido stack costs ¥12,680 more than the tickets. The online nationwide pass costs ¥13,830 more than the tickets. It is the product that covers the Tokaido leg, and on this short list it still loses. The same pattern via Osaka: Tokyo → Kanazawa ¥14,600 (covered), Kanazawa → Osaka ¥9,410 (Thunderbird + Tsurugi, covered), Shin-Osaka → Tokyo ¥14,400 (Tokaido, not covered). Tickets ¥38,410. Arch Pass plus the Tokaido ticket ¥49,400. Online nationwide pass ¥50,000. Tickets cost ¥10,990 less than the pass stack and ¥11,590 less than the online nationwide pass. The ¥14,400 fare starts at Shin-Osaka. The local ride between Osaka Station, where Thunderbird arrives, and Shin-Osaka is not in that total. This page did not re-price that hop. It is too small to close a ¥10,990 gap.
If the Tokaido train is a Nozomi, a nationwide pass holder pays a separate NOZOMI MIZUHO Ticket. TripWorth’s price-change page lists ¥4,960 for Tokyo–Kyoto or Tokyo–Shin-Osaka. That charge is on top of the pass. Individual-ticket buyers can choose Nozomi without that add-on; the ¥13,850 and ¥14,400 figures are Hikari/Kodama reserved fares, not Nozomi fares. Read Tokyo to Kyoto: Shinkansen vs JR Pass before you treat a Nozomi seat as included.
Sample: a covered Hokuriku loop, and a trip where the nationwide pass wins
Situation
Two different 7-day trips. In the first, you go to Kyoto and back without boarding the Tokaido Shinkansen. In the second, you continue from Kyoto to Hiroshima and return to Tokyo on the Tokaido/Sanyo Shinkansen.
Boundary
The first loop uses only trains the Arch Pass names: Hokuriku Shinkansen, and Thunderbird + Tsurugi via Tsuruga. The second loop’s Kyoto–Hiroshima and Hiroshima–Tokyo tickets use the Tokaido and Sanyo Shinkansen. The Arch Pass covers none of those Shinkansen miles. You cannot hand the Hiroshima legs to this pass by changing at Shin-Osaka. JR West excludes the Sanyo Shinkansen for the whole Shin-Osaka–Hakata section.
Worked answer
Scenario A. Tokyo → Kanazawa → Kyoto, then back on the same corridor: Kyoto → Kanazawa → Tokyo. All four rides are inside 7 consecutive days. This is a return via Kanazawa, not a Tokaido shortcut.
| Leg | Illustrative fare |
|---|---|
| Tokyo → Kanazawa | ¥14,600 |
| Kanazawa → Kyoto | ¥7,720 |
| Kyoto → Kanazawa | ¥7,720 |
| Kanazawa → Tokyo | ¥14,600 |
| Four tickets | ¥44,640 |
| 7-day Hokuriku Arch Pass | ¥35,000 |
| 7-day JR Pass, online / agency | ¥50,000 / ¥53,000 |
Recommendation. The Arch Pass, if you will actually ride this covered loop and you will not add a Tokaido or Sanyo Shinkansen.
Illustrative result. The pass costs ¥9,640 less than the four tickets. The online nationwide pass costs ¥5,360 more than the four tickets and ¥15,000 more than the Arch Pass. Swapping both Kyoto legs for Osaka (¥9,410 each way) makes four tickets ¥48,020, and the Arch Pass costs ¥13,020 less than those tickets. This page has no checked through fare for Kyoto → Tokyo via Tsuruga that skips the second stop in Kanazawa. A through ticket can differ from ¥7,720 + ¥14,600. Price the ride you will actually take before you treat ¥9,640 as your saving. Four reserved rides at the busiest-day surcharge in this fare set (+¥400 each) raise the ticket total by ¥1,600. The pass would still cost less on this loop.
Scenario B. Tokyo → Kanazawa → Kyoto → Hiroshima → Tokyo, still inside 7 consecutive days. The last two legs are Tokaido/Sanyo through tickets in the fare set.
| Leg | Arch Pass | Illustrative fare |
|---|---|---|
| Tokyo → Kanazawa | Covered | ¥14,600 |
| Kanazawa → Kyoto | Covered | ¥7,720 |
| Kyoto → Hiroshima | Not covered | ¥11,300 |
| Hiroshima → Tokyo | Not covered | ¥18,910 |
| Individual tickets | Four tickets | ¥52,530 |
| Arch Pass + the two uncovered tickets | ¥35,000 + ¥30,210 | ¥65,210 |
| 7-day JR Pass, online / agency | Hikari/Kodama on the Shinkansen legs | ¥50,000 / ¥53,000 |
Recommendation. On this list, compare tickets with the online nationwide pass. Leave the Arch Pass out.
Illustrative result. The online nationwide pass costs ¥2,530 less than the tickets. The agency nationwide pass costs ¥470 more than the tickets, so the agency price does not win here. The Arch Pass stack costs ¥12,680 more than the tickets. The ¥2,530 online gap assumes Hikari or Kodama, not Nozomi or Mizuho, and assumes all four rides fall inside the same 7 days. TripWorth’s price-change page lists a pass-holder Nozomi/Mizuho ticket of ¥6,500 for Tokyo–Hiroshima. That extra is larger than ¥2,530, so a Nozomi on the long leg can erase the nationwide-pass win. A wider Tokaido/Sanyo loop is already published: Tokyo → Kyoto → Osaka → Hiroshima → Hakata → Tokyo is ¥57,570 in tickets, and the 7-day online pass saves ¥7,570. That page also shows a flight home from Fukuoka flipping the result. It is not an Arch Pass trip. See Tokyo to Fukuoka and the JR Pass and Is the JR Pass worth it?

- Live seat inventory, live fares, or sold-out trains on JR-EAST Train Reservation, JR-WEST ONLINE TRAIN RESERVATION, or SmartEX. The yen amounts above are TripWorth’s October 13, 2026 regular-season set, plus the pass prices opened October 28, 2026. Date, seat type, and route can change the ticket. The method is on how TripWorth checks fares.
- A through fare from Kyoto or Osaka to Tokyo via Tsuruga that does not stop in Kanazawa. Scenario A prices a return via Kanazawa as two published fares. A single through ticket was not checked.
- JR East’s “about ¥38,000” Narita Airport–Kanazawa–Nagano–Narita Airport example. That is the operator’s regular-period illustration. These legs were not rebuilt from TripWorth’s fare set. Whether your Narita train is inside today’s map has to be read off that map. Tokyo Monorail, which serves Haneda, is named. Narita Express is not named in the JR West valid-train bullets fetched for this page.
- The local fare between Osaka Station and Shin-Osaka, HARUKA, and other limited expresses or local JR rides on a specific day. They are covered only when the train is inside the pass rules. They are not added into the sample totals.
- Service disruptions, delays, refunds on a booking you already paid for, and whether a reserved seat is still open. JR West says validity is not extended for a disruption, and a lost or stolen pass is not reissued.
- Child single-ticket totals on these Hokuriku fares. The child Arch Pass is half the adult price (¥17,500). The child nationwide pass is ¥25,000 online and ¥27,000 from an overseas agency. Ages 6–11 are also about half on many Shinkansen fares in TripWorth’s child fare guide. That guide is a first look, not a family quote for Kanazawa.
- The exact station edge of the March 14, 2026 area expansion (Shinetsu toward Matsumoto, Maizuru Line, Obama Line, and related sections). Use the map on the JR East or JR West page you buy from. This page does not redraw it.

FAQ
Common questions
How much is the Hokuriku Arch Pass?
JR East and JR West list one duration: 7 consecutive days, ¥35,000 for an adult (12 and older) and ¥17,500 for a child (ages 6–11). Both pages were opened on October 28, 2026. JR West says displayed information, including prices, was current as of January 28, 2026, and is subject to change. A JR West release that day set the price at ¥35,000 for passes sold from March 14, 2026, up from ¥30,000, with the child price at half.
Does the Hokuriku Arch Pass cover the Tokaido Shinkansen?
No. JR East and JR West both say the pass cannot be used on the Tokaido Shinkansen between Tokyo and Shin-Osaka, because another company runs that line. JR West also excludes the Sanyo Shinkansen between Shin-Osaka and Hakata. Tokyo–Nagoya–Kyoto–Shin-Osaka on the Tokaido Shinkansen needs its own ticket, or a nationwide Japan Rail Pass if that pass is the better total.
Does it cover Tokyo to Kanazawa and Kanazawa to Kyoto?
The Tokyo–Kanazawa ride is on the Hokuriku Shinkansen. JR West lists reserved seats on that Shinkansen between Tsuruga and Tokyo. Kanazawa–Kyoto is the Thunderbird plus Tsurugi via Tsuruga. JR West names Thunderbird among the limited expresses. Ordinary non-reserved seats are included where the train has them. Green cars and GranClass need a separate ticket. Confirm the train is inside the current area map.
Is the Hokuriku Arch Pass worth it versus tickets and the JR Pass?
A reserved Tokyo–Kanazawa round trip is ¥29,200 in TripWorth’s regular-season fare set, against ¥35,000 for the pass, so tickets cost ¥5,800 less. Tokyo–Kanazawa–Kyoto plus a separate Tokaido ticket back to Tokyo is ¥36,170 in tickets, against ¥48,850 for the pass plus that Tokaido ticket, and ¥50,000 for a 7-day nationwide pass bought online. The Arch Pass can cost less when several covered Hokuriku-corridor rides inside the same 7 days add up past ¥35,000 and the Tokaido and Sanyo Shinkansen stay unused. These totals are illustrative. Confirm live fares before you pay.
Who can buy the Hokuriku Arch Pass?
JR East and JR West require a passport issued by a government other than Japan and entry as a Temporary Visitor (短期滞在). JR West also says in Japanese that Japanese nationals cannot use it, including people with permanent residence outside Japan. You need your passport to receive the pass. You can hold only one Hokuriku Arch Pass at a time, and two of the same pass cannot overlap.
