Is the 21-day JR Pass worth it for a 3-week trip?
By Echoes, Founder & Editor · Published October 22, 2026
Usually not. The 21-day ordinary JR Pass costs ¥100,000 on the official site and ¥105,000 from overseas agencies (purchases from October 1, 2026). A typical three-week route of Tokyo, Kyoto, Osaka, Hiroshima and back is ¥50,540 in individual shinkansen tickets. A longer loop to Fukuoka is ¥57,000. You need more than ¥100,000 of covered JR travel inside the 21 days to break even.
Checked October 22, 2026 (2026-10-22) against the official smartEX fare chart. One adult, regular season, Hikari/Kodama reserved (non-reserved + ¥530).Route 1: classic 3 weeks (Tokyo · Kyoto · Osaka · Hiroshima)
| Journey | Fare |
|---|---|
| Tokyo → Kyoto | ¥13,850 |
| Kyoto → Shin-Osaka (non-reserved) | ¥1,450 |
| Shin-Osaka ↔ Hiroshima return | ¥20,840 |
| Shin-Osaka → Tokyo | ¥14,400 |
| Total | ¥50,540 |
| 21-day JR Pass (official / agency) | ¥100,000 / ¥105,000 |
Individual tickets are about ¥49,000 cheaper. Airport trains and local JR rides are extra either way; check them with the Narita Express price page.
Route 2: west loop (Kyoto · Hiroshima · Fukuoka)
| Journey | Fare |
|---|---|
| Tokyo → Kyoto | ¥13,850 |
| Kyoto → Hiroshima | ¥11,300 |
| Hiroshima → Hakata (Fukuoka) | ¥9,100 |
| Hakata → Tokyo | ¥22,750 |
| Total | ¥57,000 |
| 21-day JR Pass (official / agency) | ¥100,000 / ¥105,000 |
| 7-day JR Pass (official / agency) | ¥50,000 / ¥53,000 |
The 21-day pass loses by ¥43,000. If these four rides fit inside 7 consecutive days, a 7-day pass bought online (¥50,000) saves ¥7,000.
Better options for a 3-week trip
- A 7-day pass for your busiest week (¥50,000 online). Group the long hops into 7 consecutive days and buy tickets for the rest, as in Route 2.
- A 14-day pass (¥80,000 online). See is the 14-day JR Pass worth it.
- Regional passes if you stay in one area. Compare them on the transport passes guide.
- Individual tickets, booked on smartEX or the JR sites.
When the 21-day pass does pay off
When your covered JR travel inside 21 days exceeds ¥100,000. That usually means repeated long-distance trips such as two Tokyo ↔ Hakata returns (4 × ¥22,750 = ¥91,000) plus other legs, or frequent shinkansen day trips. Peak-season travel adds ¥200 (¥400 on the busiest days) per reserved ride, which rarely changes the verdict. Nozomi and Mizuho need an extra special ticket for pass holders.
